STRATEGIC LEADERSHIP PROGRAMME

in the security and defence sector develops a community of leaders who make strategic decisions and share understanding and a whole-of-government approach to the transformation of the security and defense sector and its further systemic development. 

PURPOSE OF THE PROGRAMME

Strengthen the institutional core of the national security system of ukraine and to develop modern comprehensive models for the systemic strengthening and development of the national security system in its diverse and interconnected domains.

FOCUSES

INTEGRATED NATIONAL SECURITY SYSTEM OF UKRAINE

this will ensure Ukraine’s ability to win a full-scale war and prevent repeated aggression.

TRANSITIONAL PERIOD 

between the end of the war and systemic recovery, which will require solutions for an integrated disarmament, demobilisation and reintegration strategy and prevention of conflicts along social cleavages, promotion of successful institutional reforms and development of inter-institutional cooperation.

NEW ROLE OF UKRAINE IN REGIONAL AND GLOBAL SECURITY

envisages the realisation of Ukraine’s potential as a regional leader and active player in regional and global military, energy, food, economic, information, cyber and environmental security.

DETERRENCE OF RUSSIA, ITS SATELLITE STATES AND PARTNERS, AND SUPPRESSION OF ITS GLOBAL INFLUENCE

by strengthening the capabilities of Ukraine and the states of NATO's Eastern flank to conduct both full-scale and subthreshold warfare.

DE FACTO INTEGRATION INTO NATO

and promote culture change in the sector for effective cooperation with NATO.

PARTNERS

The Programme is developed and implemented jointly by Kyiv-Mohyla Business School and Mohyla Strategic Agency in partnership with the Office of the President of Ukraine and the National Security and Defence Council of Ukraine, with the support of the Governments of Canada and the United Kingdom, as well as international defence institutions and think tanks.
